All you need to do to make this delicious rice salad is combine the rice, beans and onion, then in a separate bowl combine the oil, vinegar, sugar, relish and chili powder. Then you toss this with the rice mixture, and cover and let chill for several hours. Then, just before you are going to serve it, you stir in the green pepper.
